For Dx replace he entries in first column of D by the constants from other side and similarly for Dyreplace second column 

Dx=-23319-5=(-23)(-5)-(3)(19)=115-57=58

and

Dy=4-23319=(4)(19)-(-23)(3)=76-(-69)=145

Now substitute the values of determinants as,

x=DxDx=58-29x=-2

y=DyDy=145-29y=-5
